>>56698873>GrindingYou get them by battling. 124 is not a tall order. Brawly aside, most of the gyms and trainers you want to battle using Gardevoir will give you Speed EVs. SpA is a bit harder to come by but 120 is a naturally high enough SpA stat that Gardevoir can do without.
And again, that 124 number is assuming that you got 0 Speed IVs. If you got a more common number like something between 10 - 20 you need significantly less EVs. 15 Speed IVs mean you only need 64 Speed EVs to outspeed a same-leveled Sharpedo.
