Such items are the rings Ultima carries on her staff, which contain the ultimate moves Frenzy Plant, Blast Burn, and Hydro Cannon, and a scroll held by the Draconids, which contains the move Dragon Ascent.Personally though, I just do what the anime does and pretend that TMs don't exist, and just have Pokemon learn everything naturally, or by training.
