Being able to give any Pokemon any two moves immediately gives us a ton of potential. Sure, we can give Ampharos Tail Glow or Zeraora Electrify, bu that won't make a lasting impact - Ampharos will just be slightly more viable, and Zeraora will just be banned on the spot. I would rather make something so cancerous, yet so unseeming, that there's no good solution to deal with it.
The best I can think of currently is giving a Prankster Sableye the move Transform (the second move doesn't matter). Sableye can now learn Imprison via TM - so, if a Sableye knows Imprison and Transform, it can completely shut down any opposing pokemon that can't kill Sableye in a single hit (and, if you add Mean Look on top, opponents will be forced to struggle to death instead of switching out, at the cost of giving the opponent an extra turn). There is no good solution to removing this Sableye - to ban Sableye is to completely remove what was otherwise a pretty healthy addition to the metagame because of one fringe event, to ban Imprison is to ban a move with meaningful niche applications, to ban Transform is to ban Ditto, and to ban the combination of Sableye and Transform is to complex ban, which Smogon formats generally seek to avoid whenever possible.
You can probably get a better combination than this - after all, banning Imprison wouldn't impact the metagame that much, so if you want to mess the metagame up even more you'd be looking to break the metagame with a very universal and important move, like Earthquake.
