The simple answer is gen 5 mons were designed when the game was still envisioned as a franchise reboot. They had to fill up a whole dex, so lots of them were retreads of existing legacy lines. But then they got cold feet and brought old mons back anyway, so now they're forever in an awkward spot of being "we have mcdonalds at home" mons since the originals they're based on have more mind share.
