Dragonite was very hard to get in the original games and it was the first dragon pokemon so it had a special aura, these days pseudo legendaries are a thing and you have a ton of similar pokemon and the way the anime evolved, it kind of made it so that every kind of pokemon is basically everywhere unless they decide to make an episode dedicated to it.
Also, keep in mind that Dragonite arent that common, Ash was lucky to land in an island filled to the brim with Dratini's evolutionary line.
