I think it makes sense that because Emmet is a facility leader he would have roughly the same privileges/allowances a gym leader would have.
I think the chairman allowing Emmet to keep his title could work if he's allowed to still live in Unova but has to respond to challenges to his title. I doubt the champion of any region gets challenged very often given the time it would take for a trainer to go through the gym challenges and train a team up. Sure, most champions live in the region they're champion in, but who's going to keep running the Battle Subway if both Ingo and Emmet aren't there? The Battle Subway is so important to Nimbasa City that I feel like they'd be willing to pull some strings to make it work.
