It's based on the largest city in Hawaii, the Capital Honolulu, but they could make a different city the largest one. The angles don't really help with size on the map. That, and it seems more like it's focused on the Waikiki Beach strip and Honolulu Harbor instead of the majority of the city itself. The some of the other cities look like they have more because of this.
