Too be fair, though, it's not that they can't meet the criteria, its that we don't know that they do. GameFREAK is craftily ambiguous on it.
Most Pokemon communicate with each other, and it seems psychics or pokemon like zoroark have a human-level intelligence.
Again, as for sexual maturity, why would you want to fuck a Pokemon. Not even considering the fact that most pokemon could basically rip your insides out.
