Essentially all you are really doing is making that pokemon stay relevenant in later content as long as the pokemons overall function isn't shit.
Which is why currently crit strikers are a necessity to bomb rush fights before people start dying and the enemy starts enraging.
That's why crit strikers have the highest priority currently in content.
From here it drops to sustaining that shove or buffing those hard hitters and even refreshing the bar. Which is why Pheobe and Rosa are the current top tanks followed by the very situational Roxanne and Marley.
Then if you don't have the current crit striker you want someone that can hit hard and be useful to shoving unity since they can spam 2 bar moves that can break that 100 damage bar.
Case in point if you don't have Brendan having Gardenia is just as good. Followed by Ramos. As for Water types its hard for the rest to be up there to Kris but Siebold helps with his confusion, crits, and unity shove then there's crasher.
In the end that's your priority for relevance.
Crit Striker > Tank/buffer > Damage sustainer (can break 100 damage) > situational techies
