Sleep is just a random side effect of a few attacks, but there's a Breloom/Amoonguss combo coming in a future set that forces sleep pretty easily. Darkrai Prism and a few other Darkrai cards force double flips for sleep.
Wigglytuff has a pretty good attacker way back in Jungle, but it's only good compared to other attacks within that format.
