It is a Pokemon you dips. I'm guessing the reason why they are calling it an ultra beast is for story reasons. Just think of it like an SCP Pokemon. It's completely new to the world, it doesn't have any legends behind it and nobody has seen one until now. So it makes sense that they would be worried about what it can do.
