Bulbapedia is full of shit. Nobody has been able to figure out what causes it to respawn or how it respawns. some people got it back after 2 weeks, others after 8 months and some are still waiting. Some people said it returned during the Shiny Wailord event, there's just way too many unknowns to make a judgement on it. Which is why it's safer to just observe it.
