The thing is move should have variaty, there's certain point in wich moves should be of certain level so you don't see the same set or strategy in every game.
As you said, RS has it's niche in VGC (wich aerodactyl and archeops abuse), but in singles people often has to choose betwen more power (SE) or more accuracy (RS).
So if you introduce a move that suddenly thas none of their drawbacks, people would choose it inmediatly.
