You can find underleveled evolved Pokemon in the wild, and weaker NPC trainers often have overleveled unevolved Pokemon. Who's to say the levels Pokemon evolve at ingame aren't inherent to their species, but instead also dependent on the skill level of the main protagonists as trainers?
Lance can get a Dragonair to evolve quicker because he's a Dragon specialist and knows how to raise them, but Bug Catcher Dongus can't get his Weedle to evolve by Level 20 because he's a shit trainer.
