Ignoring the disingenuous percentage, all of the cases of "samey" shinies are blatantly intentional to be unique. Ceruledge has only its eyes different because that's fucking cool. Gholdengos changes are minor because the Pokemons entire gimmick is being golden and shiny and rare.
Whether you think those are valid reasons is up to you, though.

This is actively a good thing. Shinies were too easy to find in Legends Arceus, because you would just fly over everything until you heard a jingle. No sound means you actually have to LOOK at the Pokemon.
