>Pokémon League used to be a community project and got turned into a corporate operation. Now trainer licensees must be purchased, gyms and pokecenters have fees, and gym leaders are incentivized to bar challenger’s progress as much as possible so they spend more money on league-produced goods and services.
>Campion is passionate mentor-type guy who rose to power before the change and is very unhappy, believing new system is cruel, exploitative, and tarnishes the sport and tradition. The champ tries settling things diplomacy behind closed doors using his position, but is unsuccessful.
>Campion, hiding his identity, under the code name “Manifesto” (or something less edgy) forms Team Riot out of people who share the his distain for the new League. Their plan is to make change though threat of force, with their ultimate plan being arming themselves with legendary Pokémon.
Manifesto’s personality is stoic, direct, but respectful. He compliments the player on their accomplishments, offers occasional wisdom, and keeps his word. It’s also implied that he doesn’t actually want to use the legendaries, but he’s so paragon about his cause that he’s willing to do objectively bad things for his goal even if he hates it. It’s his actions and willingness to do so that make him the antagonist. Add a couple more admins: the bully in it for power who gets put in his place, the kind but strange team heart, and the enforcer who secretly acts as emotional support for the leader, and you’ve got Team Riot.
Full party is Lucario, Raichu, Roserade, Umbreon, Crobat, and Silvally. That last one’s obtained as part of the story and is part of their plan to capture legendaries. The gimmick to his team is that they’re all friendship evos.
