You can't use Kartana on a weather team since all of them either weaken your recovery or buff Draco.
I also don't know how two extreme common scenarios for Dracovish centric teams to be in are a "strawman". Definition of a counter is a mon that can come in at any time and beat what it's countering. Your mon doesn't win with something as simple as Rain is up, so it's not a counter.

Saying other mons that have ACTUAL niches means this one MUST be good is ridiculous. What niche does wall Kartana have besides "countering"(again, it still loses outright against two common sets) Dracovish? Even Toad can cockblock Rotom W/H, Keldeo, and apply status and rocks.
