>>18374723I think the level scaling in Johto in the GBC games is kind of justified since after Ecruteak you have the choice to go to Olivine or Mahogany, but in the NDS games they could've just programmed that if you have certain number of badges, the levels of the Pokemon and trainers in the opposite route would increase. In fact, you CAN do that in the GBC by coding it, but I don't know if there's enough space in the ROM to code it all since it would be a huge script.
