In the games Sabrina is still a psychic but nowhere near that powerful, there are plenty of other humans though that are psychic and can use psychic based attacks. Then there is the maniac as in the people that look like alister they can use ghost abilities on their own without a pokemon.
In short humans can use attacks, normal, phychic and ghost (and maybe Pyrokenesis in Ruby or Heartgold I misremembering that)
As to evolving we are evolving.... just via the slow road of generation by generation
