It also has issues with items because of its Ice typing make it weak to sneaky pebbles, so it can't run better items unless you dedicate multiple slots to keeping rocks off the field. It hits way harder, true, but Garchomp is more durable and can switch in more often.
Great Tusk is also far slower than Garchomp. Garchomp also doesn't have issues with Zapdos or Moltres even if it doesn't run Stone Edge. Great Tusk is bulkier on the physical side, but Garchomp can still soak plenty of hits.
Dragapult isn't a better wallbreaker than Garchomp, but it does do just about everything from set screens to pivot to hit those nasty Specs Draco Meteors.
Garchomp's issue is pretty squarely just Enamorus. Baxcalibur's Ice Shard is also pretty scary, but Garchomp handled that just fine before Enamorus came in in HOME. Again, it was a top 10 - 20 Pokemon for most of the Pre-HOME meta, even with Chien-Pao around.
