Objectively speaking, the Latias movie is the best one since it tries to actually be more than an extended ashnime episode and it doesn't feel overloaded with legendary Pokemon just because(OLM needs to shill whatever was relevant at the moment). It sort of invokes that weird animesque atmosphere like in the Spirited Away movie. It has its own story and it feels like something that wouldn't actually fit into the show and that makes it unique and interesting.
I could also praise the Arceus movie for it's important lore insight.
All of the other movies were just about Pokemon being what it is.
