Take for example the ghost of the mother Marowak from Gen 1. That is an actual ghost--not a ghost type Pokemon like Alolan Marowak which is just a living Marowak that learns to use spiritual powers.
Basculegion also confirms this as it becomes Water/Ghost from feeding on the spirits of actual dead Basculin. However, Basculegion itself is not dead. It just learned to feed on and use actual spirits for power. This is likely true for Pokemon thought to be dead people like Yamask, Gastly, and Drifloon. They're not dead people, they just feed on/use spiritual energy. This may may some Pokemon like the Drifloon line quite malicious as this suggests that they have learned that souls come from people and have learned to actively kill children for food.
