It is clear they are not trying to make a perfect game, but to satisfy the requirements that the execs have determined will get rabid fans to purchase a copy; which if we're being honest is basically to include legacy transfers.
I guarantee there is a lot of hand waiving from dev managers because they know it will look better to their bosses to report that the features asked for are being completed in a timely fashion instead of perfect technical details.
