one reason for this is that letting people vote on features individually leads to winning options that nobody wanted. this was seen quite a bit during pokemon redesigns, where elements from 2 or 3 different designs were all well-liked, but then when put together, they looked dumb as hell (hence why they were never submitted together)
the alternative would be to create a unique voting option for every possible combination of features, but there are lots of logistical issues with this (for example, if you had 2 full designs with 5 discrete features each, you're already at 32 different voting options. adding a 3rd full design with 5 discrete features takes that from 32 up to 243 options). it just isn't feasible.
