There's not as many good examples of the eye movement because we haven't stuck on stuff long enough to see blinking, but they're also clearly physical this time with moveable pupils, eyelids and eyebrows.
And it makes sense. In the 3DS games, they REQUIRED those low poly character models that used texture faces in the overworld to save on performance, while in cutscenes and battle they used higher poly ones that had mouth rigs but texture eyes.
This time around, there's no worry about performance in the overworld so there's no need for the low poly models. Instead of making 2 models for every character, now they just make the 1 higher poly one and give it a full face rig because those are easy to use between pretty much all human characters.
The Pokemon still use texture eyes and some still even use texture mouths, but that's because every pokemon would pretty much need their own custom face rig which would eat a crazy amount of dev time when plenty of instances work fine with a simple texture.
