The current cutoff is 4.52% usage, while the original cutoff before gen 8 was 3.41%. All of the highlighted mons would still be in UU if not for the new cutoff.
And from the start of the month, Hippowdon, Lele, Glastrier, Buzzwole, Mew, Celesteela, Aegislash, and Hawlucha would've still been in OU.
The higher cutoff worked when the dex was smaller, but they need to change it back to the way it was in gen 7. The tiers are too small to hold all of the mons.
