Possible Abilities from most beneficial to pretty beneficial: Dry Skin, Multiscale, Regenerator, Water Absorb, Volt Absorb, Solar Power. (Rain Dish doesn't fit thematically so it's off the table.

I don't give a fuck if it can only learn one Fire attack (physical/Fire Punch) through breeding. It evolves via Sun Stone and looks like a desert lizard so I think the /Fire sub-Typing is plausible.
Has to learn Overheat, Fire Blast and maybe Flame Thrower. Will-o-wisp mandatory of course.
I'd prefer Dry Skin to maybe heal off some hazards damage if you can get it in on a Water move, but other Abilities I'll accept are Regenerator and Solar Power.
