In gen2, You say they rebalanced existing types, this is not true. They added Dark as a way to keep Psychic in line. They didn't change anything about existing types.

Gen 4 added the physical/special split, the single most important change to pokemon EVER. By my opinion, 4th gen added the best and most inventive thing to the Pokemon series.
The only generation that gets a free pass when it comes to the things it introduced was Generation 1.
