As far as the oddly low amount of new pokemon go, I have a theory.
In a hotel, there's a backpacker that explains that his region is more interesting than Kalos. He'll go on to mention that it's none of teh previous regions eitehr and that we'll see "soon enough". There's been proof with the recent update that GF can just patch things in. If they were to patch in a new region with about 70 new pokemon like before, it'd make a "complete" game.
On top of that there are three pokemon that can be asked for through the GTS that aren't anywhere in the game. Ghost/Psychic Hoopa, Water/Fire Volcanion, and the other one I can't remember.
