Such crest as the one that Gallade has atop his head is omnipresent among worldwide culture as a design component:

Same for the infamous hips - not much reason to validate the 'roman' bit. For all we know, that might as well be receeding Kirlia skirt - limited only to an area of tissue overproduction - a souvenir from previous stage that doesn't offer much purpose to evolved Kirlia's newfound form.
If GF ever decides to give Gallade a chance and provide him with a mega of his own, I'm sure that they will complete this process and get rid of this bloaty skirt in exchange for more bulk.
