While a cyberpunk Black City sounds really cool, it raises a lot of timeline questions regarding why Alex's family has been transplanted several decades into the future without changes and also why the world is this way if it's still in the "canon" timeline of Pokemon, especially given the differing tone that it has. The evil team in this timeline is Team Chrome, also known as the Chrome Hand. They are a cyborg supremacist organization that has been kidnapping, humans, Pokemon, and AI to force them to Ȧ̸̢̖S̷̰̮͝S̵̨̙͒̕Ḯ̶͈͈M̴̡̡̑I̴̛̙̕L̸̟̕Ȧ̸̹̟T̶̝͖͂E̸̼͇̐̍. A common terrorist tactic of theirs is to capture Pokemon, force them to evolve extremely early due to unknown means, and use implants to make them go insane and start attacking people. This is also sometimes done with humans. Yes, cyberpsychosis is a thing in this setting, and no, you don't get to see Alex go cyberpsycho on someone. He's virtually unaugmented. Team Chrome's goals are left unclear, some speculate that they're a bizzare cult, while others believe that they're just sadists. Their motivations are purposefully left unclear so that they can be used as "agents of chaos" in the storyline, amidst the actual conflict.
The actual conflict revolves around an assassination plot against Alex's father by a rival corporation, whose owning family are later revealed to secretly be nationalists for a foreign region who are trying to destabilize the economy of Alex's home region. Previously, they would have been Japanese (with Japan in this timeline being based off of C&C Red Alert 3), now I think the specifics of their allegiance just might be unstated
