Anyway, there's some precedent for gym leader/Elite 4 involvement before Unova: Lorelei in FRLG returns to her home on that island to protect the local Pokémon from Team Rocket; the Electric gym leaders of both R/S/E and of D/P/Pt had a hand in planning and managing their respective towns' infrastructure; and Jasmine takes care of her city's lighthouse.
