It's unusual for someone that young to be a Ranger. He joined the Ranger Corps to sign up as a junior cadet for a few years, but then mysterious circumstances ended up Titus as a full Ranger.
However, the special training from being a junior cadet to becoming a full Ranger was brutal, like a boot camp. While grueling and painful, Titus learned a lot from tending to Pokemon to survival skills. It even made him a powerful trainer in his own right.
He works alone, and the young boy is bad at talking to people. Titus isn't very good when it comes to teamwork, but he does try sometimes.
