Hoenn's lorekeeper which makes so much more sense than being a mere researcher, it makes her weird animal superpowers and hero theme (versus Ruby's anti-hero) and vague Hoenn nationalism relevant and is perfectly in line with the overall trajectory of her character arc. Which is why the ORAS arc isn't completely awful, it had great ideas and was clearly part of Kusaka's long term plan, but the execution was just done in the worst way possible.
