According to the Travers-Willard hypothesis when a polyandrous species (which I assume is most mammalian Pokemon) is bountiful, resources are plentiful, and all is generally good, ie more common in the region more males are usually born. However if that same species is suffering, and resources are scarce, ie less common in a region, then usually more females are born.
