What if, in this world, Pokemon catching and battling is more like an underground skate-like subculture, rather than an actual part of society? Society isn't built around Pokemon, they're just treated like any other animal and 90% of them aren't really of any use to regular humans. If you, as a player, encounter the Pokemon equivalent of a "city", it's usually a backalley with an impromptu PokeCenter. It's not illegal or anything, but not mainstream in the slightest.
