Lysandre imposed his will on the world and the steps to reach it were alarming by the second. There were no other options. It was his plan to eliminate the world's population so only a few select could live in decadence. His world had a clear definition because he had an ideal of beauty he wished to be the world's standard. Possibly living as if were gods.
This was in contrast to Cyrus who wanted a world without whatever he meant by "spirit." Both were bad, but no one could know for sure how harmful or harmless Cyrus' goal could be accomplished. If one looks at Generations, he seems content with the end result even if it was by methods he didn't plan for. So if anything, Cyrus is only less harmful because there could've been other, less harmful methods to get his results whereas Lysandre didn't seem to want to compromise his plans to reach his goal.
