There aren't a lot of grass-types in Sinnoh and if you want to try not using Roserade for the 100th time, it's a pretty cool Grass-type.
Hidden Power is a neat gimmick that could be really good and Bug type + Psychic moves makes it a reliable answer to Fighting-types.
Also, it gets Attract and the vast majority of opponents in this game use male pokemon, so you can Attract + Growth setup and sweep. It gets Quiver Dance in later games.
Also if you don't like having something with so many weaknesses, it does have Anticipation so you'll never be caught off guard by a random Fire Punch.
