GameFreak can obviously get information on what Pokemon are total garbage. There's no reason not to try and give lousy final stages/solo stages a BST or ability buff every gen to make them decent. Not everything needs to be amazing, but some Pokemon are severely outclassed in every area by nonlegendaries.
They have been buffing stats/typings in the past 3 gens, which is good, but it could use a wider hand.
