Jokes aside, while Galar had a single Corviknight flying while holding the whole "car", Paldea uses a bunch of that small bird of varying colors that I didn't memorize the name yet, so even if a single bird can't carry the passenger by itself, the company would only use more of them, like 2 Skarmorys, or maybe 4 Swellows, something like that (and of course, if Tropius was the choice, it would need to carry passengers on its back, since it lacks talons to hold the car thingy), also, I assume you had "two people" as the requirement because of the "driver", right? If so, the "driver" could always have their own bird to fly with, and the "service bird" would follow them to the destination.
I could also mention that irl the Pokémon wouldn't have fixed sized and weights, but then again, to ask any bird to carry another body other than its own is asking too much no matter the situation (unless it's, you know, prey, much smaller and much lighter), so a little suspense of disbelief will be required here (or just say "magic birds go brrrr").

Also, as mentioned, I didn't play SV, but I watched someone playing, and it's mentioned or implied that most trainers can't handle training many Pokémon of different types, hence why most NPCs are mono type "specialists". But aside from this little trivia, I agree with your perspective.
