If someone is literally drawing a picture of a Glaceon or something, it gets flagged if there is a tag for it (because that's something people can do.)
Of course it's also affecting people who do commission work that have nothing to do with Pokemon, but the commissioner's name is something like "Glaceon101" or some other generic pokemon name, even though the content has nothing to do with it.
