>>42789948It literally is. Before Black & White all the games regions (other than side games) were based off of places in Japan. B&W's region is described as really distant from the first four (based off somewhere in the UNited states OV America) and that's why it has none of the older pokemon. After B&W they dropped the idea and go back to being able to catch pokemon from previous gens in new regions even if their realife equivalent is distant from realife Japan. Not to mention that B&W and B&W2 are the only game to use this engine, where the previous two gens had remakes using the same engine as the new games.
