salamence's wings aren't really shaped for rotation, and they seem hardened and calcified like its old shell. it more likely uses a combination of some sort of helium bladder to float, then its wings for handling and controlling drag. it might even use the same internal gases for its breath attacks.
basically it flies more like an aircraft than an animal.
