CIA files dumped from game carts, like the SM leaks, don't have a proper version flagged as they are digital installable files made by homebrew tools.
Actual eShop packed content will have the proper versions hardcoded and signed.
It has nothing to do with incomplete or new versions or whatever the fuck your're talking about.
