I know it's hard for brainlets like you to comprehend, but try adjusting your mind to game design at large instead of just what's found in the game itself. They could've had a Pokemon with really high special but couldn't learn any good special offensive moves. Wow, it's almost like I created a "mage counter" in the context of the mechanics provided by Gen 1.
Again, I'm not even saying the Special split wasn't a good idea, I'm saying the Special stat itself is just a perfectly workable design choice on it's own.
