Dewott's fighting style relies on it's two shells which makes its primary coverage X-Scissor whereas Samurott upgrades that coverage with Megahorn by just using it's helmet.
The worst part of "muh bipedal" complaint is that even if Samurott is capable of standing, its functionalities are completely ignored as it's not bipedal 100% of the time.
