Just allow any Pokemon that can usually learn the move to use it on terrain, but without having to know the move.

Rentals were shit because they were random Pokemon foreign to your team, which goes against the very concet of adventuring with the bros you caught and train.
Just make the ride for your own Pokemon, and all is fine.

who fucking cares what gamefreak calls it. it's not a mainline pokemon game. It's a side game that's a re-imagining of yellow's storyline. the mechanics are do drastically changed and the fact that we have gen 8 still on the way points to this being a glorified side game.
