Well, she can't set up Genbu on Primal Groudon, but she still beats him even through harsh sunlight.
But on the other hand, if it was the MIXED Rock Polish set:
252+ SpA Primal Groudon Fire Blast vs. 64 HP / 0 SpD WakasagiE in Harsh Sunshine: 441-519 (99.3 - 116.8%) -- 93.8% chance to OHKO.
If Primal Groudon is running a fire type move, he wins unless Genbu is up (and if it's Fire Blast he wins anyways), otherwise Waggyswaggy wins.
...I honestly did this with all expectation of Primal Groudon just crushing the fish; the fact that he basically loses unless he's running a Fire type move was completely unexpected.
The fishy is terrifying, isn't it.
