Let me repeat, One THOUSAND Pokemoon, each with their own unique model, animations, move data, and so on. Gamefreak is incompetent, yes, but there is nothing "lazy" about programming, bug testing and fine tuning at minimum 400 unique monsters, especially with the rest of the game to complete on top of that, like the story, cutscenes, world design, graphics, etc. At one point, it would be absolutely unfeasible to have every pokemon in every previous game be playable, whether or not they could be found in natural gameplay or otherwise.
HOWEVER, there could have been a better compromise. Instead of the haphazard culling and lack of interaction with Pokemon Home
(I 100% believe they will axe transfers period in the future because Pokemon Home wasn't used enough or successful and people didn't care just like the Battle Frontier, quote me when it happens.), there could've been an evergreen transfer and storage system that lets you interact with the damn pokemon. A sort of fusion between Pokemon Amie, Pokemon Super Training & Hyper Training, and Pokemon Showdown. That way, you can have your pokemon cake and eat it too, being able to play or battle with old favorites online. And if they got the green flag to go into the next game, you can switch between the storage application and the new game at your leisure. They wouldn't just be glorified trophies sitting in a retirement home. But I know GF will never be that based to do something like that. Damn shame.
