How many times do I have to post this? Might as well become a copy pasta. New Pokemon INCLUDING starters and legendary box Pokemon, new region, new exclusive mechanics, compatibility features, and/or new hardware = new generation. It takes a lot more than new Pokemon. That argument flew out the window when game freak started calling mega evos new Pokemon when Oras came out.
